The government bill proposes extending the electricity certificate system until the end of 2035. Under the proposal, quota obligations will be adjusted in line with the new target for renewable energy production, which involves an increase of 25 TWh by 2020 compared with the level in 2002. The quota obligation will be calculated on the basis of new quotas that will apply from 2013 to 2035. According to the proposal, the amendments in the Electricity Certificate Act will enter into force on 1 July 2010.
