PR - Penobscot Bay Media (PenBay), a GIS professional services and software solutions company, has opened a new office at Tyson’s Corner in Vienna, Virginia.  Richard Koochagian will head the office in his position as Vice President of Field Operations.  With more than 20 years of business and engineering experience, Mr. Koochagian has expertise in the operations, growth and management of IT and engineering services in support of government organizations.  Michael Hardy, Manager of Federal Program Development, works closely with Mr. Koochagian in support of PenBay’s federal customers.
