Census at ‘High Risk’

The 2010 Census effort could require an emergency appropriation of more than $600 million to be ready in time. Central to the troubles is the hand-held computer system that after four years and $300 million, is not yet ready for the task. Congressional investigators added the census to the “high-risk list” because of this and other management and budget problems.
