The Obama administration plans tough new automobile emissions and mileage standards that will dramatically change the product lineups of struggling automakers. The companies will have to meet a fleet standar of 35 miles per gallon by 2016. The announcement, that is planned for Tuesday, also will impose the first-ever limits on greenhouse gas emissions from cars and trucks.
