No suggestion would be made for a "No Smoking" approach. Likewise, "Smart Growth" advocates never suggest "No Growth" . . . no population growth . . . might be a more logical approach. Let's see, China waited until they had a population of 700 million before they awoke to the problems of perpetual and accelerating population growth and adopted their "One Child" policy. Today they are approaching 1.4 billion.
