"Smart Growth" campaigns suggest to me a hypothetical "Smart Smoking" campaign which might suggest smokers gargle after smoking, buy low-tar cigarettes, and only smoke outside. No suggestion would be made for a "No Smoking" approach. Likewise, "Smart Growth" advocates never suggest "No Growth" . . . no population growth . . . might be a more logical approach.
Let's see, China waited until they had a population of 700 million before they awoke to the problems of perpetual and accelerating population growth and adopted their "One Child" policy. Today they are approaching 1.4 billion. 'Wonder how long the U.S. will wait before it recognizes the hole it is digging for itself?
