This is nothing new. It is simply the same as UN Agenda 21, which puts a price on everything on earth, justifying tracking, tracing, giving/taking away of any resource deemed to have an impact on "the common welfare." Undertaning the city as a system of systems together with a strategic framework to optmise the perfomance of these systems will in my view result in: jobs, carbon reduction, resource efficiency and differentiation.
