This is nothing new. Undertaning the city as a system of systems together with a strategic framework to optmise the perfomance of these systems will in my view result in: jobs, carbon reduction, resource efficiency and differentiation.  Some of this can be acheived within reasonable investments through an Urban Information Architecture©.
